French term or phrase: leur permettant d'avoir les potentiels...
I feel I should know this but I'm foxed by the use of the plural in potentiels. ...en veillant a la mise en place dans les BU d'outils leur permettant d'avoir les potentiels, la motivation de ce qui represente la principale force d'une entreprise: les hommes et les femmes.

English translation:with
Explanation:
ensuring setup in (?)s of tools with the potential to motivate the company's most vital asset: people.

"men and women" looks more courteous as "women and men" which feels weaker than the more truly egalitarian "people".

And maybe \"powerful\" is as good as \"vital\"

giving them the potential

Explanation:
Maybe it is in plural just to emphasise that it applies to both men and women. In English it would be in sulgar.

So here is your sentence (to be fine-tuned according to your context):

making sure the right tools are available in [BUs] to motivate and fully develop the capabilities of a business' main strength: its men and women.

And I would love to know what those "BU" are. The best solution I can come up with with "bibliothèque universitaire," but that hardly fits in with "entreprises."
