In this case filière refers at the same time to both the supply and distribution channel and the sector/industry overall. "aval" is of course "downstream" but I'm hoping for a much better and less litteral suggestion. idem for "pilotage" = steering...

Thank you all! Most of your suggestions would have worked quite well as well if it weren't for the clear definition that the author wants to keep in much the same role/position in the sentence... which makes the other good suggestions too repetitive...

Second: now you should consider the meaning of "filière" that could be rended by channel whereas I would go for network which is a term commonly used in trade.
Third: pilotage i.e the way the distribution is going to be managed or handled or conducted through the network.
I think you have now enough stuff in order to work it out.
