The Rock starts the negotiations with Bercy Explanation: The Rock (Le Roche) in this case is probably refering to Le Roche in Monaco, which is the rock where the National Council of Monaco is situated. Bercy is a city in France where several ministries (for one the Ministry of Economy) are situated.
