I am not certain as to what the actual term would be in American, an open offer is the usual translation in Europe.
It stands for when you want to buy something but are willing to get it at nay cost. So you let the seller know you are a potential buyer but say that his price is yours.
Or can be used the other way around, when a seller does not want to put a price on it and just say, I am selling how much are you willing to put to buy me out?
