French term or phrase: prise de contrôle
I know the usual definition of "prise de contrôle" is "takeover". In this case, however, we are talking about the control temporarily taken over a credit-union type institution for the purpose of conducting an inspection, not a permanent "takeover" of one company by another.
assumption of control for audit purposes
It doesn't sound so serious from the way you explain it; I'm just wondering whether the writer meant to take advantage of the other meaning of "contrôle" as "inspection".

could this be some type of audit. is it an agency from outside the credit unit or perhaps some unit from within the credit union's administration?
It could be simply an internal/external audit
lots of hits in google in either of the cases
