In the context of software development, a list is given of people concerned: "Utilisateurs finaux, Maîtrise d’ouvrage, Administrateur des données et des traitements, Chef de projet et analyste Etudes MOE, exploitant"

MOE being Maîtrise d'Oeuvre (ie: those who will be working on/developing the project), how could I word this?
And, in this context, do you think that Project manager or owner would best fit Maîtrise d’ouvrage?

I've actally chosen this because I think the development side is more what is wanted than implementation - although I was sorely tempted. I've actually dropped the studies though in this context because I feel development and analyst covers this already. My complete phrase therefore (for Sylvie!)is: "end users, project managers, data and operations administrators, project leaders and project development analysts, operators". There may be better out there, but at least I got everything in!

not entirely sure. but think this is what it may mean.
Certainly the Project manager is the Chef the project, but to me the sentence implies that the Chef the projet might also take the role of the analyst so the sentence could be
Project Manager and project team findings report) analyst,
probably he/she has the duty to analyse the report and devise the correct routes or procedures to follow

Your question raises a good point and I will be interested to see the answer: How to state in English the difference between Chef de poject, Maîtrise d'ouvrage, and Maîtrise d'oeuvre. The differences are subtle and depend on the context (whether there are subcontractors, foremen, project commissioners, etc.)
