From a document talking about selection criteria following an invitation to tender:
"La sélection des entreprises "admises à dire" permet de constituer un premier tri parmi celles qui répondent à un projet." For info, the words "admises à dire" are actually in inverted commas in the document itself.
Explanation: Sounds like an attempt at rendering "shortlisted", i.e. in the first phase tendering may be open to all, then those from the firms most technically qualified or meeting economic conditions etc. are shortlisted and compared in greater detail or requested to submit a more detailed bit, to negotiate directly, etc. It will all depend on the bidding process adopted.

On second thoughts, this may be for a public-sector contract, where the bidding rules are different (in France at least), and there are far stricter checks on a bidders qualifications, financial situation, whether they have filled in the admin. forms correctly and submitted all the required certificates. Only if they pass this first phase will their technical and financial bids actually be opened, i.e. they are "admises à dire" (they will have "said" their tender in sealed envelopes, but the envelopes will only be opened if they have met the preliminary conditions).
It's not fundamentally different from shortlisting, but the method is different.
