I don't understand what it meant by "fil de l'eau" in this sentence. Thanks in advance!

Ana Pando & Anne Spence: 9:20am Dec 11, 2005: Unsure about "streamlined" - I'm not convinced about using "streamlined" in this sentence. For me, streamlined suggests an smooth, effective production process. I think ad-hoc makes more sense in this context. Can anyone help further?
