I don't understand "amené à" here. Can anyone help please?

agree  MatthewLaSon: literally, it means "is being brought to development." I agree with your translation now after careful analysis. The market is moving towards development. As it's on it way towards development, one can safely imply that it is likely/bound to do expand.

Explanation:
Just wanted to add in here that this construction with "être..." is very often misunderstood, and the way I get my head round it is to look at it, not as the perfect tense of 'amener' using the auxiliary 'être', but rather as the present tense of 'être' + an adjective.

Although these would not of course be applicable translations of the given term here, imagine the construction as being more akin to "is liable to.." or "is prone to..." in EN.

* present progressive tense + past participle * in English.

I would simply say "is moving towards development."
