French term or phrase: arbitrages budgétaires
Describing a public-sector building project that was cancelled "pour des raisons d'arbitrages budgétaires".
My understanding is that the government or the ministries involved were unable to agree who would foot the bill, but how to say that in a similarly roundabout way? I don't think "arbitration" fits here.

Here the budget serves as the arbiter or the basis on which decisions will be made concerning implementing or not of the project. The offices/functionaries concerned do not think their budgets can accommodate the project, therefore, pure and simple, budgetary reasons.

disagree  xxxdf49f: ce n'est pas le sens du français - arbitrage dans ce sens signifie "choix, décisions entre plusieurs options" - tradeoffs offered by CMJ is the correct meaning
