La notion d’achats hors production correspond au domaine des achats de l’entreprise qui n’entrent pas dans les coûts directs de production. Cette définition couvre assez largement :

d’une part, le domaine des achats industriels indirects tels que les équipements et les moyens de maintenance associés, les consommables d’atelier, les équipements de protection individuelle... ;

d’autre part, les achats de frais généraux associés à la gestion des services généraux et plus largement aux besoins de fonctionnement de l’entreprise non liés à l’outil de production.

Explanation:
After going through the list of equipments listed under this category, it is very clear that all these refer to the equipments which are complete by itself and not used in production. The main difference between the two words that you have mentioned "achats de production" and achats hors production" is that the first one is required for production, where as the second one is not. I trust I have made myself clear.
