on the basis of a monthly average of ....... hours.
They don't really mean what they say - what they mean is not that the hours are 'smoothed' but that the salary is. So by saying the person works say 120 hours a month on average, they can work out their pay on an annual basis, even if in reality the actual working time swings about wildly from one month to the next.

agree  juliebarba: yep - just like your average contract really! (the hidden meaning is "we don't pay overtime" cos let's fact it who ever gets a reduction in hours??)
