This is just a heading in a table about the launch of a product (-medical device)
Medical devices come under the Food an Drug Administration Regulations, where one of the executive responsibilities is stated to be 'responsibility and authority', so it could be that, but as Q is almost certainly 'Quality', I'm not sure that they would list it in this way. Is there an aspect of Quality Management that could be referred to in French as 'AR', and what would the abbreviation be in English?

I came across this recently in connection with a pharmaceutical company, but in my case the job was 'responsable AQ/AR'. Eventually tracked down AR as affaires reglémentaires. You get quite a few googles for Regulatory Affairs (RA). Could your Q in fact be a type for AQ i.e. QA?
