This phrase is added after capital social, N° TVA, etc etc. in the title of a real estate company. I have no idea what it means and am not sure how to translate it. Can anyone help? Many thanks

Explanation:
very much a guess - but the link below relates the text to a compte sequéstre or escrow account). So I think it means that the estate agent simply sells properties and does not have any escrow facilities for (sales) deposits etc. As a health warning, I'd suggest using the above suggestions as a guide to finding the appropriate wording rather than the wording itself.

may not receive (collect) funds or financial instruments

Explanation:
'Effet(s)' (usually used in the plural) is a general term for a financial instrument usually including notes, trade bills, promissory notes and commercial paper. These kinds of financial instruments are not listed on a stock exchange or with regulators whereas 'valeurs' are registered securities, (stock, shares, bonds, etc.).

So they are saying that this real estate has that capital and cannot receive funds, notes, trade bills, stocks, bonds, commercial paper, etc. So I would either list all these, or just use the general term 'financial instruments'.

From Wordreference:

Additional Translations:
effet nm effect (consequence)
effet nm effect (impression)
effet (Droit) nm instrument (Legal)
effet (finance; commerce) nm bill
effet (finance; commerce) nm commercial paper
effet (résultat) nm result
effet (résultat) nm outcome
effet (résultat) nm effect (symptom)
effet (sports) nm spin

and for 'valeur'

(on stock exchange) security;
~s securities, stock, stocks and shares.

Also, although your overall document is 'business commerce', for these terms I think you will get more answers if you repost your question in the 'finance' category.
