"au plus juste" = sparingly. This is to do with cost cutting measures implemented by the company regarding its employees.

The company wants its employees to cut down on travel expenses and this includes the use of hotels for overnight stays. If the employees do not need to book into a hotel, then they are politely asked not to do so by the company.
