An accent could well be missing from "aides" => "aidés". Because I do think the "fixes, temporaires ou aides" sound like they go together as a group of linked adjectives, describing employment contracts rather than the actual employees...

I feel this means "external" aid (experts and specialists for instance), but not necessarily anything to do with government aid.

The subsidized line is something I'm now looking into... The problem with assistants and support staff is that both fall either into the permanent or temporary category, and I feel that "aides" is something completely different. I am now wondering if this could be something to do with humanitarian aid projects, so aid workers may also be a possibility....

The Insee link does of course refer to the French context, but Switzerland may well also offer a similar system.

If you think this might be the way to go, you could use something along the lines of "employees on fixed-term, temporary or government-subsidized contracts" - tho' it's not very snappy!
