Hello,

Plus particulièrement, si le premier code identificateur réseau maillé détenu par le terminal utilisateur est différent du code identificateur du réseau maillé mémorisé dans la station de base alors la demande de premier attachement sera soit rejetée, soit gérée via des procédures d’itinérance (« Roaming » en anglais) si des accords avec le réseau maillé et le réseau auquel appartient le terminal utilisateur existe.

Explanation:
While I agree that this is usually translated by "agreement", I believe in this context it is referring to established connections between networks. So you could say that network Z is connected to OR set up with network X.
