French term or phrase: appel à facturation
This is from a sponsorship contract by which the sponsor (a musician) allows the sponsoree (an instrument maker) to use his image on the instruments and receives royalties based on how many instruments are sold.

I'm not sure if this "appel à facturation" is just an invoice request and, if so, why it is necessary. It appears that this "appel à facturation" contains the number of instruments sold.

Le parrainé adressera au parrain, au plus tard le 15 suivant la fin d’un trimestre de référence, un appel à facturation pour permettre au parrain d’adresser une facture. Les dites factures sont payable à réception.

Thanks!

invoice request
Explanation:
for me "invoice request" is the term to use, however I agree with your question - why is it needed in this particular case ? Might be needed in a case where you invoice when you attain a particular sum of money, but here because it's regularly and monthly, I don't know...

billing notice

Explanation:
It's necessary, because the sponsor has to bill the sponsoree so he gets his royalties, but won't know how much to bill unless he gets this document.

No idea if this is an 'official' term, but in the absence of anything better, I'd have thought it would do the job.

Or 'notice to bill', I suppose...
