risk management
Explanation:
The Asker's first guess is correct. This is the usual term used, whether in IT or other business endeavors.

"Risk management" is the all-encompassing term that covers all aspects of a risk management plan, including risk mitigation -- steps taken to prevent a risk from becoming a full-blown issue, and a contingency plan -- steps to be taken should that indeed occur.

I'm not certain what "risk control" refers to, since I've never seen the term in my work managing risks, but In the context of a contract, the more generally understood and accepted term "risk management" would be used, to avoid any ambiguities, among other reasons.

risk control procedures

Explanation:
Use "risk control procedures" for "processus de maîtrise des risques" and save "risk management" for "gestion des risques."

agree  Joseph Manley: The further context even uses the word "management". Risk management is clearly correct and the term of art.

-> Thanks. B makes a point in her refernce (but not her over-strong “disagree,” since my TT is at the very least plausible), but since the same company will be responsible for both the “maîtrise” and the “management,” my all-encompassing term is appropriate.

disagree  B D Finch: Particularly as the extract later contains the term "plan de management des risques", it is likely this should be translated as "risk control". See my reference comment.

-> Plausible, and interesting that post-assessment tasks are lumped together thusly in the UK. But using two separate terms in a source text doesn't necessarily preclude a single term in the target text, especially if the TT encompasses the two STs.

agree  philgoddard: The fact that the text uses the English word "management" means this is clearly an appropriate translation.

"Risk control and monitoring are part of the risk management process and must be started early in the project and continued until the end. "

The citation below would have been clearer with proper punctuation (a colon after "Project Risk Management").

"Effective Risk Management

There are two stages in the process of Project Risk Management, Risk Assessment and Risk Control. Risk Assessment can take place at any time during the project, though the sooner the better. However, Risk Control cannot be effective without a previous Risk Assessment. Similarly, most people tend to think that having performed a Risk Assessment, they have done all that is needed. Far too many projects spend a great deal of effort on Risk Assessment and then ignore Risk control completely."

Reference: 2 déf. : maîtrise des risques et gestion des risques

Reference information:

agree  Hal D'Arpini: I agree, all these steps are a given, but in the U.S., where I worked in IT risk management for several years, we never distinguished between the entire process (“gestion”) and its operational aspect (“matrise”). It all fell under “risk management.”
