This term is taken from the administration and invoicing procedures section of a contract.

L’Entrepreneur devra se rendre compte que la plupart des Appels d’Offres de Travail qui doivent être exécutés en Algérie font l’objet de certaines considérations et exigences qui dépendent de la domiciliation et l’enregistrement du Contrat en Algérie.

...certain requirements and considerations subject to / which depend on where a company operates (has its registered address) and where an employment contract is registered (with the relevant employment agency).

This is a bit wordy but that is the meaning I believe...hope this helps

Explanation:
I don't think you can domicile a contract - it just means that the contract is drawn up in a particular country, and subject to its laws.
