This comes from a contract between the State and a company having been awarded a Motorway concession. My question concerns the article dealing with what happens when the concession contract terminates:

Effets de la remise de l'Autoroute à l'Etat
A compter du terme du Contrat, l'Etat se trouve subrogé dans les droits du Titulaire au titre du Contrat, sans autre condition. Les garanties légales et contractuelles dont bénéficient les ouvrages et équipements de l’Autoroute sont transférées à l’Etat au terme du Contrat. A cet effet, le Titulaire s'engage à insérer dans les contrats prévus à l'Article xx, les stipulations permettant le respect des obligations figurant ci-dessus.
Au terme du Contrat, l'Etat entre gratuitement en possession de l'ensemble des Biens de retour.
Les **Biens propres** demeurent la propriété du Titulaire.
Les Biens de reprise peuvent être repris par l'Etat, à leur valeur nette comptable, déterminée le cas échéant à dire d’expert, et majorée s’il y a lieu de la TVA à reverser au Trésor public. Au plus tard un mois avant le terme du Contrat, l'Etat notifie au Titulaire la liste des Biens de reprise dont il demande la remise. Le Titulaire les remet à l'Etat avant le terme du Contrat. "

agree  Nikki Scott-Despaigne: I prefer "property" to "goods" here although I think that "personal" ought to be dropped in favour of "owned by" as the holder is a company.
