First, look at the preposition to help you. It's "sur", not "de". The idea here is "onto". The idea of "report" is bringing something from somewhere "onto" something else, which is commonly known as a "transfer". As Cmwilliam's said in his reference, it's a "switchover" in the sense of getting people to use the motorway/highway instead of secondary roads, I suppose.

It seems they're talking about tax rather than income and it is a result of traffic switching to using the motorway instead of other roads.

Le report sur autoroute se fera uniquement sur les axes ou des autoroutes totalement parallèles existent. Or je prends un exemple:
pour l'A89, c'est considéré par les transporteurs comme une autoroute de montagne (GO supplémentaire avec les côtes), ils préfèrent donc pour aller de Bordeaux à Strasbourg, prendre la RCEA. De même avec l'A85, ça fait un détour pas possible (donc plus de go aussi) par rapport à la RCEA. Et il y a aussi la RN4...

agree  Nikki Scott-Despaigne: Yes, I think you twoa re onto something here. Iread it as referring to income (through toll, tax, whatever) increasing as a result of having transferred PL from the N roads (dual carriageways in the UK) onto motorways (Axxx in France).
