I like Jane's translation but feel we have to sometimes look beyond the strict translation to what it would be if written in English. This will also depend on the overall tone of the document. (I put it in caps since you said it was a title)

agree  Jane Lamb-Ruiz: projet de is usuall a draft of something..not the final thing..so proposed and draft can mean the same...I guess
