I think all the verb tenses are throwing me off because I don't understand this part of the sentence. Is this correct:

XX was supposed to increase its advertising budgets but for the past year, it has had to cope with significant government cuts that will affect, in the near future, its promotional programs."

I tend to use \"over the past year\" as a fairly loose phrase in English, but I agree that, strictly speaking, it refers to the past 12 months and the French implies more. I don\'t think it affects the tenses either way if you use \"for over a year now\".

This is what I finally decided on: At a time when XX should be increasing its advertising budgets, it has had to contend with significant government cuts for over a year now, which will seriously affect its promotional programs in the near future.

disagree  Tony M: Sorry, Hacene, but I find the wording here rather stilted and not natural; As Charlotte, I feel the perfect 'has had' works better than the simple past, the commas around 'over the last year' are confusing, and 'are to direly' sounds very odd indeed.

agree  Tony M: Well done! This would be my interpretation of the tenses, as well as reading smoothly as natural English; the 'reaaly ought to...' is IMO a very good way of rendering the conditional 'devrait'; EN perfect often replaces FR present after 'depuis' etc.
