I tend to use \"over the past year\" as a fairly loose phrase in English, but I agree that, strictly speaking, it refers to the past 12 months and the French implies more. I don\'t think it affects the tenses either way if you use \"for over a year now\".

I'm trying to understand the meaning of this. I think it means that XX has been contending with the cuts for more than a year (i.e. dealing with the situation of not having enough funds). Also, the way Claire put it, doesn't it mean that the cuts happened over the past year (i.e. 2004)? I'm not sure this is what the text means. The text says "plus d'un an", suggesting that XX started contending with the situation in 2003 (the year 2004 is still in progress - we are 11 months into it - so it must refer to 2003). It's also important to know the meaning of "depuis plan d'un an" because the "depuis" throws off the tenses in the sentence. Here's my suggestion, Please let me know if it captures the same meaning as the French: "At a time when the Bureau should be increasing its advertising budgets, it has had to contend with significant government cuts for over a year, which will seriously affect its promotional programs in the near future."
