it means reduced or lower business activity but it can't be translated like that in the context
This person voiced his/her assumption to the tax authority and royalty [payer? some entity, don't know] that the volume of business was low..

it\'s not to evoke a hypothesis....

EXAMPLE: J\'ai evoque l\'hypothese que les enfants avaient x:

NOT I evoked the assumption...see? :)
