[Not for grading!] Explanation: Well, if it's anything like the same system as in the UK, when you 'buy' franking from the Post Office, you have to nominate a Post Office where you intedn to post the mail, or at least, where it will be processed; this will be the office to which you are 'attached' or belong. So I would deduce that this is the 'issuing establishment' --- or at least, in other contexts it would be 'issuing', though maybe that's not quite right here... -------------------------------------------------- Note added at 4 days (2005-02-18 09:23:57 GMT) Post-grading -------------------------------------------------- Thanks, Sidney!
