It would be called "meeting leader", tout simplement :). I think my answer is simple and concise, and it is very very commonly used.

agree  Charlie Bavington: I like rotation. But prefer chairmanship, as get impression that meetings have a formal element to them. (Can't say "rotating chair" to avoid unintentional comic effects!)

agree  Charlie Bavington: These meeting are obviously *relatively* formal judging by the rules mentioned for voting on decisions, dealing with absence, etc. So I think "chair" is appropriate. However, I prefer "rotating", so I'm just off to agree with that too !
