Explanation:
I think that, in the context of a college scholarship application form, it probably means the degree the applicant wants to obtain (or aspires to).

To keep the same construction it could also be translated to "Aspired degree".

ah yes, I see Isabelle's reasoning ... jumped in at the deep end, it's true, without enough context.
In effect, it could also mean the degree programme the student is applying for in which case I would think: "Title of degree programme" or "Title of degree program" for the US would be more appropriate
