This is a document certifying that someone has attended a certain university and has graduated as an engineer.
Do you "keep" the "We" in English or is there another standard "legal" form? I know there are similar questions in the term DB but here the "nous" is followed by a list of people so perhaps it's different?

"***Nous***, President, Secretaires, et membres de la Commission, vue le reglement .... attendu que ... avons conféré le grade legal de Engenieur à M. XXX"

Notes to answerer
Asker: Thank you, and would the titles that follow be preceded by "the", "We, the President, the..."? Sorry if this sounds obvious to you, I want to make sure I'm getting it right!
