"en cas de ***bogues bloquants***, la liste des réserves sera établie conjointement et une nouvelle procédure de recette sera à mettre en œuvre ..."
Apart from "incapacitating bugs", which is just a guess (but produced a fair number of web hits for health-care related topics, nothing for software), I'm at a loss to translate this expression.
