could "réception" be "delivery" here?

It depends on what it is; "réception" does not necessarily just mean that the goods or services have been delivered; it can also mean that they have passed a certain acceptance procedure after delivery.

yes réception does mean delivery. Although I have to say, given the first part of the sentence, more context would have been great...

disagree  xxxCMJ_Trans: it is more than delivery, even if you're using delivery to mean "provision of the service". It is an accepted term and should be translated as such. Otherwise you will cause confusion
