"les livrables sont réputés validés si le procès verbal de recette définitve est signé sans réserve". - I am not quite sure whether this means FINAL ACCEPTANCE or FINAL RECEIPT or ....
The paragraph has the simple title "Recette" followed by the one sentence given above. The whole thing is about delivery of software (programs).

I would say, i.e. that the users (using term also to include whichever group or entity ordered/requested the software) are satisfied that it meets their requirements.

"recette"="validation" ou "receipt" en informatique. Vu qu'il est déjà question de "validated" dans la phrase, "receipt" semble approprié.
