Un basculement quotidien refers to daily routine "backup" process; on the other hand "failover" comes into play in case of system "unavailability or scheduled downtime". In this case, there is mention of specific Action taken rather than a stored routine, so I would say failover.

according to dictionary.com:
failover reliability
Automatically switching to a redundant or standby server, system, or network upon the failure or abnormal termination of the currently-active server, system, or network (a "hot standby" or "warm standby"). Failover happens without human intervention. This feature is usually built-in to expensive systems which must be available continuously.

packet switching


Explanation:
Taking a guess. I think it is 'basculement' and I think it should be 'paquet'.

For me packet switching = commutation de paquets but the context seems to fit. (See link for explanation)
