This is what is called "franglais": just as bad French as bad English!
multi-tier = multi-level, this is the technical english term used in IT environment
J2EE: name of a standard in English
environnement = environment: still an "anglicisme": this is the French transposition of the English word, should rather be "architecture" in proper French

This is rather common internal jargon in IT companies
