Explanation:
Assuming you are talking about creation of a "zone" in an existing spreadsheet file, and similar.

If you create a block of ten lines in the middle of an Excel file to insert new data, causing a "rupture" in the existing set of data, you'll obviously have a "top of break" and "bottom of break", i.e. lines 1 and 1O of the new block (or the line before and the line after those, depending ...).

Does that fit your "computers" context? Don't know the officialese for it. We'll look into that when we know more precisely what we're talking about!
