I'm sure it means a contractor has stopped work on the project.

The existing KudoZ entry on this is wrong for this sense in my opinion. Can anyone point me to the standard English equivalent?

Explanation:
'Abandon': literally giving up and leaving the site. However, there does not seem to be one term that covers this in English in the same way as in French. Variations might include 'work stoppage', 'not finishing their work'... What counts here is not the 'abandon' but the fact that they fail to honor their commitments.
