I have looked at the many glossary entries for "aménager" and "aménagement," but none work in my context - I am looking for the American equivalent, if one exists, of this type of permit (UK suggestions welcome as well).

My context is just a list of different kinds of permits:

Certificat d’urbanisme
Déclaration préalable
Permis de construire pour maison individuelle
Permis de construire pour autres constructions
Permis de construire modificatif
Permis d’aménager
Permis de démolir

Le permis d'aménager est un document administratif qui permet à l'administration de contrôler les travaux, installations et aménagements affectant l'utilisation du sol.

Ce document autorise son bénéficiaire à réaliser des constructions ou des démolitions.

Lorsque les travaux d'aménagement impliquent la réalisation d'une démolition ou, de façon accessoire, d'une construction sur le terrain à aménager, la demande de permis d'aménager peut porter également sur le projet de démolition (s'il est soumis à permis) ou sur le projet de construction.

Le permis d'aménager autorise alors la réalisation des démolitions ou des constructions.

"In addition, where a plot of land is being divided up for one or more new dwellings then you need to submit either a déclaration préalable, or a special type of application, called a permis d'aménager.

The circumstances when either are required are not always clear cut, and a discussion with the planning authority will be necessary in order to get it right.

Broadly speaking, déclaration préalable is required where there are four or more dwellings being created, not within a protected area, and where no new road access or communal space is being created.

A permis d'aménager will be required where two or more dwellings are being proposed, where road access or communal spaces are being created, or the development is within a protected area."

"development permit" seems to be the translation most commonly used on English sites about building in France.

Explanation:
While the text below states that it is not generally necessary to apply for planning permission for demolition, this is the best solution I can think of.

Planning Permission
In most cases you will NOT NEED TO APPLY FOR PLANNING PERMISSION TO KNOCK DOWN YOUR HOUSE or any of its outbuildings, unless the council has made an article 4 direction restricting the demolition or alterations you could normally carry out under permitted development rules.
However, it does not automatically follow that you will get planning permission to build any replacement structure or to change the use of the site.

So you'd have "planning permission" AND "building permit" AND "demolition permit".
