GDT has a good definition of "nu" in this context, but I'm not sure how to incorporate the notion of "bare parts" here. "the screw heads should not protrude above the finished bare parts"??

It means the "plane" or "surface" of something. If you build a concrete block wall, the nu extérieur is the "outer face" of the wall. The nu fini would be the finished surface of that wall once plastered/rendered and painted or clad with brick facing for example.
