French term or phrase: mise sous produit
In a contract concerning the construction of an 'ouvrage', the term 'Finition de l'Ouvrage' is one of the defined terms and means 'le moment où la REALISATION de l'OUVRAGE est terminée et où les opérations de mise en service peuvent commencer, c'est à dire que l'OUVRAGE est en état de fonctionnement. Cette définition implique que les conditions suivantes soient conjointement satisfaites :

I'd suggest that this is one of the steps involved in commissioning, not the entire commissioning process (which ishow I'd probably translate the "mise en service" in the first part of the section quoted).

Not in the works specification - underestimated/underbid for/ under-priced, that is, that the contractor did not include in the price when he should have. e.g. repair site damages caused by his/her employees.

Mise from v. miser => to bid on/in, to bet, to back up etc.
