This is one bullet point in a list of the damage to a property following a landslide. There is also reference, in relation to subsidence, to: "désafleurement vers l'extérieur"
The only clue I can find so far (from IATE) suggests it is something to do with alignment. |

Another term is 'out of flush', though there's no noun for this, so you'd have to say something like 'Railing significantly out of flush with the terrace'.
(This term has the bonus of an etymological connection to désafleurement, I conjecture...)

Also, you might use 'bulging' or 'protrusion' for the second one, though it's hard to determine what kind of movement is happening if you have no further information.
