Explanation: IS more appropriate than "emergency services". An injured person can be carried to an ambulance, but water cannot be sprayed onto a burning building if the fire truck can't get close enough (or if it sinks into the mud, as the "grande échelle" did when they came to put a tarp on my roof after the 1999 storm - may lawn still bears the marks!), so there are regulations about having special fire-service access a set distance from buildings.
