suggesting these are hash browns although I'm looking for something more "gastronomique."

Perhaps a "bed of potatoes" (as opposed to a cushion)?

Potato cushions


Explanation:
Having seen plenty of images for "coussinet de pommes" as opposed to the savoury variety - they're all cushion shapes. Seems to me that potato cushion would be descriptive (though of course you would need to confirm with the chef)

Explanation:
I think the wordreference link might be a bit misleading. "Coussinets" are often in the form of pastry (or otherwise) parcels filled with whatever, in this case potatoes (maybe with the salmon as well)
