I think that they are talking about active natural ingredients. The subhead and heading above is followed by a list of four natural ingredients including shea butter, an oil in which flowers have been soaked, a nut oil and clay
I am thinking of translating actif in nos 4 actifs as our 4 active ingredients and similarily natural active ingredients in the next line.
What I don't know is if there is a cosmetic marketing term that is different than active ingredient, or similarly a one word translation where I don't have to add ingredient.

I think the "active" could also be used as a verb, activate etc or in different postiion if you want to turn sentences around later in text.
