From a description of an advertisement for a hairdresser:

Les blonds se cuivrent, les auburns flamboient et reflètent les lumières.
Evidence du chic et pureté des matières… tout n’est qu’accessoire, et la séduction poudrée des vêtements est au service des cheveux.

Explanation:
complements (or acts as complement to) their hair

poudrée makes me think of old-style wigs powdered so am thinking of hair being well-coiffed so putting elegance for clothes to match this

I think in English anyway Liz is right and that the hair enhances the clothes rather than the other way round , so something like

the seductive elegance of the clothes is enhanced/complemented by well-coiffed/beautifully styled hair

Seductive glamour / seductive mood


Explanation:
I don't think "poudrée" is very easy to translate literally in this case. However, it evokes glamour to me when used in this context. The best thing to do here is to use similar images in English.
