Basically it's an econometric model parameter which adjusts the model's results by a given proportion, from 0% to 100%, for the error in the results of the model in the previous period. For example, if the model estimated a value of 95 for the last period but the actual observation was 100, the loss function would adjust the model's estimate for the given period by five or a proportion thereof.
