Bien que les SFD comptent un noyau de cadres motivés issus de projets de développement et du secteur bancaire, les ressources humaines du secteur restent insuffisantes en quantité et en qualité. Des leaders issus des *caisses de base* n’ont pas encore émergés.

Is this some sort of local government department? The context is microfinance in Niger.

Explanation:
Looking through the literature on microfinance in the developing world it seems there are various 'places' people can get microfinance. These can be traditional banks but also local groups and NGOs. I think this is what is meant by 'caisses de base'. My suggestion I hope covers both formal and less formal institutions.
