Although it sounds a little clunky, this seems to be the term used in official documents. See here for example on the OECD website:

"France is well-placed to recover strongly from the economic crisis providing it strengthens its public finances by cutting spending and reforming its pension system, OECD Secretary-General Angel Gurría told members of the Attali Commission for the liberation of growth at a hearing in Paris on 21 May 2010."

I am assuming you are referring to this Commission, although it would appear to be more related to the economy than to education.

Asker: Yes ! It helps ! There is mention of Attali in the document I have to translate even though it is not on Economy but on Higher Education

neutral  Michael Roberts: I agree with BD Finch. Based on a vague memory of something i read in the Economist, I came across ' Freeing growth', which seems to be so avant-garde that there are only 179 hits in google, but is authentic 'native speaker' (Irish apparently)
