"C’est ce que les économistes nomment un «effet d’appel» : les dispositifs de soutien au green business bénéficient aux écolos sincères, mais aussi aux opportunistes et aux fraudeurs alléchés par le pactole."
Would "pull factor" would be too general? The idea in the source is the indiscriminate attracting of committed greens and opportunists, I believe.
