English translation:Social Welfare Tax
Explanation:
It's a tax collected to pay the RMI (revenu minimum d'insertion) ou RSA now - to people who do not have any means to survive (job, unemployment, etc).

neutral  cc in nyc: IMO, better than any of the other ideas so far, but perhaps it should be called a tax?

Contribution sociale de solidarité des sociétés
(CSSS) company social solidarity tax

Explanation:
No other country has *exactly* the same thing, so why not preserve the French initials and give a fairly literal translation -- except for the 'contribution' part.

It's a tax, by economic definition. Legalistically, even France recognises it as an 'imposition' rather than a 'cotisation sociale'. (The Conseil d'Etat took the same position on the CSG, but the European Court of Justice ruled otherwise, at least for part of it.)

Distinguishing the CSSS from the CSG is reason enough to combine French initials + straight translation in the target language.

Reference information:
First Reference: translates it as "the company social solidarity contribution"; but IMO the words are meaningless in an Anglo context.

Second Reference: uses the original French, which I would consider, adding that it's a tax for retiree health insurance, as described on Wiki – http://fr.wikipedia.org/wiki/Contribution_sociale_de_solidar...

Small typo: I meant to say retiree/health insurance

neutral  B D Finch: It isn't specifically for health or retirement. Closer to the British idea of National Insurance.// Nor would I. I was simply pointing out that it is broader than pensions and incorporates a French/UK notion of responsibility for one's fellow citizens.

Reference: What it funds

Reference information:

I think that, because there is not a direct equivalent Anglophone country tax, it may be best to leave it in French with a TN or a gloss in square brackets.
