Stakeholder, ironically, doesn't per se mean someone who owns a shareholding.

That word exists to take in all those other beneficiaries of corporate social responsibility *besides* the investors who actually own the enterprise. Say 'shareholder' or, to cover all the corporate forms, 'equity holder'.

the problem is I simplified the sentence to ask the question - it's full of in-between information in parentheses and "acquire a minority or majority stake in a local company" doesn't work when I add in all the rest. Maybe I'll just have to restructure it all around.

Well, it's a much more roundabout way of saying it, and the repetition of "stakeholder" grates a bit. In answer to your other question, "the acquisition of a local company's minority stake" would be a serious mistranslation.
What are IDE and FDI, by the way?

Is there a problem in saying "the acquisition of a local company either as a minority stakeholder or as the majority stakeholder" though?
